

The Sangguniang Panlalawigan of Pampanga on Thursday approved a resolution placing the entire province under a state of calamity.
The provincial board passed Resolution Number 9405 declaring a state of calamity following a widespread destruction caused by Tropical Cyclones Bising, Crising, Dante, Emong, and the enhanced Southwest Monsoon (Habagat).
The SP resolution was signed by Acting Vice Governor Fritzie David Dizon on Thursday, July 24.
The resolution enumerated the data from the Provincial Disaster Risk Reduction and Management Council (PDRRMC) and the Rapid Damage Assessment and Needs Analysis (RDANA) Team as bases for the declaration.
The resolution stated that a total of 527,648 individuals or 160,891 families in 290 barangays across the province have been affected by prolonged heavy rains since July 4, 2025.
"A total of 224 barangays in 18 LGUs experienced flooding, while 3,787 individuals or 1,122 families were recorded as evacuees in 83 barangays, the resolution added. The estimated damage to agriculture has reached ₱470.1 million, while losses in the livestock sector were pegged at ₱3.39 million," it added.
The Sangguniang Panlalawigan stressed that "the series of weather disturbances caused significant damage to public infrastructure, agricultural resources, and essential services, prompting massive displacement, loss of livelihood, and increased hardship in many communities."
