

Pampanga First District Representative Carmelo “Pogi” Lazatin, Jr. filed House Bill No. 2422, “An Act Establishing The Bale Pusu Home For The Elderly In All Cities And Municipalities," on July 29, 2025.
Through HB 2422, at least one "Bale Pusu" home for the elderly shall be established in every city and municipality in the country, the lawmaker said.
He added that senior citizens who were abandoned or left on the streets will be prioritized in the institution.
Lazatin said the proposed elderly home is patterned after the Bale Pusu Home for Abandoned Female Elderly first established in Sta. Teresita, Angeles City on September 15, 2021, during his term as city mayor.
The Angeles City Bale Pusu serves as a home for homeless female elderly rescued from the streets.
The facility offers free vitamins and medicines, regular check-ups, hygiene kits, and clothing for its wards.
The home can accommodate eight to 12 seniors as it features a receiving area, an activity area, a dorm-type bedroom, a mess hall, and a kitchen.
Under the proposed bill, Lazatij said a Special Committee on Bale Pusu Home for the Elderly shall be established.
This is to ensure that the facility has sufficient qualified staff to render appropriate services to elderly wards in the centers; and facilities, rooms, and spaces that are suitable for elderly care, the solon added.
Lazatin said the facility will also have basic health and recreational facilities and a database on elderly wards.
