

“Golden Gays” in the City of San Fernando will soon have their own home with the planned "Rainbow House".
Mayor Vilma Caluag signed Executive Order No. CMO2025-038, which called for the creation of a technical working group that will draft the comprehensive programs for the Rainbow House, including its operations.
The house will provide a safe, temporary shelter for LGBTQIA+ individuals in need, especially elders or what they call "golden gays" who face isolation, neglect and displacement.
The facility will offer support services like wellness programs, legal and health referral, psychosocial assistance, and community building programs.
No specific location for the facility has been identified yet, but Caluag said the TWG plans to complete the preparation phase between July and October of 2025.
Preparations will start this month with the benchmarking with institutions which have a similar project, and profiling of beneficiaries.
These will be followed by the groundbreaking ceremony in November and completion by December 2025 to April 2026.
Members of Siwala, an LGBTQIA+ organization in San Fernando, expressed appreciation to the city government for the project.
