
The SM Development Corporation (SMDC) has authorized the city government of San Fernando to use the firm's 9,328-square-meter land in Barangay Del Carmen for the planning and construction of a proposed 1.25-kilometer bypass road from Paskuhan Village to Barangay Calulut.
In connection to this, a Memorandum of Agreement (MOA) was signed by SMDC Executive Vice President Grace Sta. Ana and San Fernando Mayor Vilma Caluag on Monday, June 9, at the Heroes Hall in said city.
Caluag said the bypass road will provide an alternate route for motorists and help in decongesting the city proper and business district.
The proposed access road will connect Paskuhan Road and Calulut Centro Avenue, which is parallel to the North Luzon Expressway (NLEX).
The SMDC property is divided into 17 parts seen as a suitable and strategic area for a bypass road, the city government said.
The SMDC said it “has agreed, as an act of cooperation, liberality, and generosity, to voluntarily and freely give and convey by way of conditional donation” the said property in Barangay Del Carmen.
The Sangguniang Panlungsod approved Resolution No. 2025-072 authorizing Caluag to enter into an agreement with the SMDC in line with the bypass road project implementation.
City Planning and Development Coordinator Paolo Israel Franco said the project is expected to benefit not only motorists but also the residents who use other means of transportation like bicycles.
The city planning official added that the area is expected to become a center of development where trees will be planted and bike lanes and walkways built.
Caluag said the documentary and construction works for the project will be shouldered by the city government.
The mayor said she is in close talks with Pampanga Third District Representative Aurelio “Dong” Gonzales, Jr. and Senior Board Member and Congresswoman-Elect Mica Gonzales to realize the project under the national government’s funding. (via CSF Information Office)
