Stakeholders address issues on farming, fisheries in CL

The Regional Agricultural and Fishery Council (RAFC) Central Luzon convened its 2nd Sectoral Committee Meeting and 2nd Executive Committee Meeting at the Department of Agriculture (DA) Regional Office in the City of San Fernando, tackling key issues affecting the region’s farmers and fisherfolk.

A key issue in the event was the funding allocated for the implementation of agricultural projects in certain provinces. RAFC members also raised the budget constraints continue to hinder the rollout of critical programs, affecting production targets and support services for farmers and fisherfolk.

Stakeholders also discussed the gaps in information dissemination regarding the Cold Examination Facility in Agriculture (CEFA), and proposed more clarity in policies governing CEFA to prevent confusion among stakeholders.

The meeting also discussed issues on speeding up Farm-to-Market Road policies to prevent delays in implementation that have been attributed to procedural bottlenecks. Stakeholders proposed modifications aim to streamline processes and ensure that road projects genuinely benefit farming and fishing communities.

Stakeholders also identified that the bidding process for agricultural projects was also identified as a major challenge. Members pointed out that lengthy procurement procedures often delay project execution.

The council also approved resolutions to address some of these concerns. Thes included the resolutions in support for the Indigenous People Farmers' Organizations, strengthening of the Palay Marketing Assistance Program, and encouraging greater youth involvement in agricultural programs. These resolutions will be forwarded to the DA and the Agricultural Training Institute for consideration.
