Si Cebu 5th district Representative Vincent Franco “Duke” Frasco nipahibawo nga iyang napildi si kanhi kongresista Ramon “Red” Durano VI sa manual recount sa House of Representatives Electoral Tribunal (HRET) sa eleksiyon sa 2019.
Apan sa gipadalang pamahayag sa SunStar Cebu niadtong Sabado, Mayo 7, 2022, ang abogado ni Durano nga si Gregorio Larrazabal, niingon nga sayo pa kaayo alang kang Frasco nga moangkon og kadaugan sanglit ang resolusiyon sa election protest nga gisang-at ni Durano nagpabiling pending sa HRET.
Base sa inisiyal nga resulta sa recount, si Frasco niingon nga mas daghang boto ang iyang nakuha itandi sa election returns ug statement of votes niadtong Mayo 13, 2019 nga eleksiyon.
Matod ni Frasco nga nalipay siya sa mga resulta ug midugang nga kini nagpakita nga ang katawhan sa ikalimang distrito sa 2019 nga piniliay gusto gyud og kausaban nga makita sa resulta. Si Frasco midaog pinaagi sa labaw nga 35,000 ka boto batok kang Durano.
“Over the past two years we have delivered on our promise of change in the district through the implementation of our projects and programs that have uplifted the lives of the people of the 5th district of Cebu,” matod ni Frasco.

“To claim that the votes cast for the protestee (Frasco) increased, further the lead, and won against the protestant (Durano) is misleading. On the contrary, the protestant is gaining votes due to manual counting notwithstanding that there were wet ballots that are yet to be counted when the HRET decrypts the ballots or uses the digital images of the ballots,” matod ni Larrazabal.
