SA pagbiya unya sa Davide administration karong Hunyo 30, magbilin kini og P3.1 billion nga kwarta sa bangko ngadto sa pamunuan ni Governor-elect Gwendolyn Garcia.
Kini maoy gikompirmar ni Assistant Provincial Treasurer Manny Guial, base usab sa kasamtangang cash position sa Provincial Government.
Matod ni Guial, ang cash position usa sa mga dokumento nga giandam karon sa Local Governance Transition Team ni Gobernador Hilario Davide III, nga lakip unya sa i-turnover ngadto sa bag-ong administrasyon.
Gipasabot niya nga ang cash position mao ang kantidad sa kwarta nga iya sa Provincial Government nga anaa sa bangko ug anaa on-hand sa pipila ka mga disbursing officer sa lokal nga kagamhanan.
Gitug-an ni Guial nga naglangkob sa P3.1 billion karon sa Kapitolyo ang kita sa Provincial Government gikan sa nagkadaiyang sources ug ingon man ang bahin niini sa Internal Revenue Allotment (IRA) nga moabot sa P280 million matag buwan.
Cumulative usab kini nga kita gikan sa nilabay nga katuigan.
“Kita gikan sa Internal Revenue Allotment as well as sa local sources nato, taxes and fees and other locally-generated income,” niingon si Guial.
DOKUMENTO
Gawas sa cash position, lakip sa giandam nga dokumento alang sa turnover mao ang kopya sa Electronic Statement of Receipts and Expenditures sa unang quarter karong tuiga.
Matod ni Guial nga makita sa maong dokumento ang mga gigastuhan sa Kapitolyo.
Di hinuon siya makatumbok kon pila ang nalambigit niini nga salapi.
“Although in the treasury we have disbursement of funds but it’s not actually the expenditures . Not all disbursement are expenditures in this case. Meaning to say, releases of funds- not all are expenditures. It’s the accounting (department) actually who finalizes the income as well as the expenditures. They are the ones who are the keeper of the books of final entries,” pasabot ni Guial.
Nasayran usab nga ang Provincial Budget Office niandam na sa kopya sa 2019 annual budget aron iapil sa pag-turnover.
Una nang niingon ang transition team ni Garcia nga lakip sa gusto nila nga matan-aw og una human sa turnover mao ang mga kontrata ug accounting-related documents sa Davide administration.
