Nihangyo si Konsehal Jocelyn Pesquera sa Office of the Ombudsman-Visayas nga imbestigahan ang link-to-port component sa Osmeña Boulevard tungod kay kini "dili apil" sa Cebu Bus Rapid Transit (CBRT) project.
Nihangyo sab si Pesquera sa Ombudsman nga imbestigahan kon ang link-to-port project nigamit ba sa giutang nga pundo alang sa CBRT nga giaprubahan sa World Bank.
Sa regular nga session sa konseho niadtong Miyerkules, Marso 26, 2025, si Pesquera niingon nga ang pagtukod CBRT project management og bike lane ug pagpalapad sa mga sidewalk sa Osmeña Blvd. nakalapas sa zoning ordinance sa siyudad.
Ang bahin sa Osmeña Blvd. gikan sa Sanciangko Street hangtod sa Plaza Independencia angay unta nga mahimong arcaded, matod pa ni Pesquera.
Ang usa ka arcaded zone nagpasabot og lugar nga adunay serye sa arches, kasagaran naay mga tindahan o uban pang mga establisemento sa kilid.
Apan si Pesquera niklaro nga ang link-to-port feature dili apil sa CBRT, ug nipadayag siya og kabalaka nga gigamit ang pundo nga giutang sa World Bank.
“That particular portion in DBP (Development Bank of the Philippines) to Plaza is not part of the BRT, but then the DOTr (Department of Transportation) and the local CBRT insisted in utilizing the ‘alleged’ savings of the loan from the World Bank for this project,” batbat ni Pesquera.
Nangutana si Pesquera nganong giaprubahan sa City Planning Office, uban ni Cebu City Mayor Raymond Alvin Garcia, ang link-to-port feature.
“So, now, they are doing something which is illegal per our ordinance and I don't understand as well that our City Planning Office, supposedly that particular office is considered a vanguard for our zoning ordinance but they recommended it,” nagkanayon ai Pesquera.
“I don't know as well why the action mayor also approved it when he said he was even telling he ordered the removal of the electrical posts. But then the CBRT continued the expansion of the sidewalk, and maybe they’re thinking nga dili sila pwede ma kiha,” dugang niya.
Si Pesquera niingon nga adunay teknikal nga malversation, ug matod niya nga dili makiangayon kon wala mo-file og kaso.
“It's just so unfair that these particular projects are not even included in the project and I'm saying it's a technical malversation. It's not part of the project but then they included it and nobody is filing a case against them,” matod ni Pesquera.

Ang kabalaka ni Pesquera nagsugod gikan sa privilege speech ni Konsehal Pastor "Jun" Alcover niadtong Miyerkules.
Si Alcover nihangyo sa CBRT nga tun-an ang posibilidad nga temporaryong tangtangon ang bollards nga nagbulag sa bike lane gikan sa uban nga lanes sa Osmeña Blvd.
Matod ni Alcover, ang bollards naghatag lang og dugang paghugot sa trapiko tungod kay maghuot ang mga motorista.
