NAGMUGNA si Davao City Mayor Sebastian Duterte og Inter-Agency Task Group aron sa pagtagad sa mga isyu ug kabalaka nga dunay kalambigitan sa komersiyal ug ilegal nga operasyon sa kwari (quarry) sulod sa Davao City.
Mipagawas si Duterte og Executive Order (EO) No. 54, nilagda niadtong Oktubre 6, 2022, nga nagtumong sa pagtubag sa "quarrying-related concerns", naglakip sa pang-abono nga yuta, balas ug graba ug limestone nga materyal.
Gisulti sa mayor nga ang EO nag-ugat sa daghang mga reklamo pinaagi sa suwat ug istorya nga giduso ngadto sa City Environment and Natural Resources Office (Cenro) bahin sa wala ma-regulate ug ilegal nga kalihukan sa kwari nga gihimo sa dunay permit ug uban pang indibiduwal.
"There is a need to appropriately address the aforesaid complaints and other forthcoming related issues and concerns, and to guarantee the proper implementation of quarrying laws and other related policies and ordinances in addressing the same," matud pa sa bag-ong EO.
Nasayran nga ang siyudad dunay daghang naaprobahan nga quarry permits alang sa commercial sand and gravel (SAG), pang-abono nga yuta, ug limestone extraction kasagaran sa Davao River, Lasang River, Matina Pangi River, ug Talomo River.
Dugang sa EO 54 nga ang quarry products, sama sa balas, graba, boulders, yuta, ug uban pang materyal, mao ang kinahanglanon sa konstraksiyon ug infrastructure projects, nga nagsuporta sa pagtubo sa ekonomiya sa siyudad.
Gitumbok sab sa EO 54 ang Republic Act No. 7160, labing nailhan nga “Local Government Code of 1991,” nga nagmando sa local government units nga magpromotar sa public health and safety, pagpalambo sa katungod sa katawhan sa balanse nga ecology, ug makig-ambit uban ang nasudnong gobyerno sa responsabilidad sa pagdumala sa natural nga rekursos.
Ang Inter-Agency Task Group for Quarrying Operations gipangulohan sa buhatan sa City Mayor isip tsirman, City Administrator’s Office isip co-chairperson, ug Mines and Geo-Sciences Bureau (MGB)-Davao Region isip vice chairperson.
Mga miyembro niini mao ang CENRO, City Engineer’s Office (CEO), City Planning and Development Office (CPDO) — Zoning Division, City Treasurer’s Office (CTO), Public Safety & Security Command Center (PSSCC), City Legal Office, Disaster Risk Reduction and Management Office (DRRMO), Department of Environment and Natural Resources (DENR), Mindanao Association of Mining Engineers (MAEM), Society of Filipino Foresters, Inc. (SFFI), ug Interfacing Development Interventions for Sustainability (Idis).
