GIPASALIG sa opisyal gikan sa Philippine Competition Commission (PCC) nga way nakompirma nga kartel sa bugas nga maoy nagkontrola sa presyo niini subay sa nipatigbabaw nga Executive Order (EO) 39.
Aron nga maseguro ang pagtuman ug mapugngan ang pagpanago ug pagmaniobra sa mga namaligya og bugas, gimandoan ang PCC, Department of Agriculture ug ang Department of Trade and Industry (DTI) uban sa paghiusa og tahas sa pagmonitor sa presyo niini.
Molusad sila og mga inspeksiyon sa mga merkado, supermarkets, warehouse, ug uban pang pundohanan nga pasilidad sa bugas subay sa Executive Order No. 39, nga nailhan sab isip Imposition of Mandated Price Ceilings on Rice.
“We’re studying also in line with the president’s directive for PCC, DTI, and DA, to take measures against possible cartels, you find that in EO 39, but in so far’s cases against cartels, wala pa naman tayo doon, we’re still looking into it,” pasalig ni PCC chairperson Michael Aguinaldo sa press conference sa Seda Hotel, Septyembre 20.
Gisulti sab ni Aguinaldo nga ang mga presyo sa bugas ug uban pang palaliton gimonitor sab sa PCC.
Giklaro niya nga ang PCC makapanghilabot kon dunay anti-competitive retailer agreements ug abuse of dominance complaints nga gitaho ngadto sa ilang ahensiya. Kon dunay kalit nga pagtaas sa presyo sa palaliton, mahimo nila kining susihon kung unsay hinungdan.
Matud ni Aguinaldo nga “it will be hard to say that their agency thinks there is an existing cartel controlling rice prices,” ilabi na sa produksiyon sa bugas sa kadaghanan sa mga probinsiya sa nasud.
“If there are anti-competitive agreements usually among competitors, usually they talk like, this is our price or this is the rice prices we will release for all of us retailers. That's the closest thing you can say that it might be a cartel,” matud sa opisyal.

“But again, you cannot totally discount that it is possible, you know, with the means of communication nowadays, you can never tell,” sumala ni Aguinaldo.
“But like I said, cartels are very difficult to prove, in fact people are saying there have been cartels here and there… but then it’s been decades and I don't think there were actually proven cases against them as far,” dugang pa niya.
