Capoy assumes office as new PNP Eastern Visayas director

BRIGADIER General Jason Capoy has been appointed as the new director of the Police Regional Office 8 (Eastern Visayas), replacing Brigadier General Jay Cumigad, who will serve as the new chief of the Philippine National Police Aviation Security Group (PNP-Avsegroup).

"My leadership will align with the directives of the Chief PNP General Nicolas Torre III, emphasizing the importance of delivering fast, effective, and consistently accessible service,” said Capoy during the joint turnover ceremony at Camp Ruperto Kangleon in Palo, Leyte Friday, August 8, 2025.

“I am committed to fostering a united police force with strong internal support and accountability, driven by technological modernization. Moreover, I stress the critical need to master essential policing skills, particularly at the station level, to enhance the quality of frontline public service," he added.

Capoy belonged to the Philippine National Police Academy (PNPA) “Tagapaglunsad” Class of 1993.

He was promoted to the rank of police brigadier general on April 2, 2025, and assumed post as Director of the PNP-Avsegroup on June 20, 2025.

“The turnover of office ceremony in the PNP is a time-honored tradition symbolizing the orderly transfer of leadership and authority. It serves as both a respectful farewell to the outgoing leader and a warm welcome to the new steward who will carry forward the mission and vision of this Police Regional Office,” the police regional command said in a statement to the media.

Meanwhile, outgoing director Cumigad thanked the “dedication and cooperation” of the police force in the region during his tenure.

“It has been my privilege to lead this regional office. Our accomplishments were made possible by your professionalism and commitment to service. I trust that under Brigadier General Capoy’s leadership, Police Regional Office 8 will continue to achieve greater heights,” Cumigad said.

The turnover of command was presided over by PNP acting chief directorial staff Major General Neri Vincent Ignacio, representing the PNP chief.

The event was also attended by Major General Nicolas Salvador, the director for operations; Major General Constancio Chinayog Jr., the director for personnel and records management; Brigadier General Wilson Joseph Lopez, the director for intelligence; Brigadier General Arnold Ardiente, executive officer of Area Police Command-Visayas; Brigadier General Salvador Alacyang, deputy regional director for administration; Colonel Dennis Jose Llavore, deputy regional director for operations; and Colonel Matthe Aseo, chief of regional staff.
