THE Cebu City Government will speed up the implementation of the estimated P4.7 -million drainage project inside a subdivision in Barangay Mabolo.

The barangay has become the “catch basin” for water from barangays located on higher ground, causing waist-high floods during heavy downpours.

The drainage project is part of the City’s P200-million comprehensive drainage projects for this year.

Last Friday, officers from Casals Village Homeowners’ Association appeared before the City Council to raise their concerns on the flooding in their area whenever it rains hard.

Ligaya Maribao, association president, said they already sought the help of the Department of Engineering and Public works (DEPW) to find out how the City can help them.

Long-running problem

“It’s been almost three decades that we encountered flooding in our place,” Maribao said.

In April, DEPW inspected the area and discovered that the existing draining in the subdivision must be repaired and an additional drainage system must be built.

Engr. Jose Marie Poblete, chief of DEPW, said after the inspection, his office included the subdivision as one of the areas where City’s drainage projects should be implemented.

“All the necessary requirements, such as a resolution that will sponsor the project, were already made so we can work on their drainage,” Poblete said.

However, the city engineer found out that the ownership of the road lots inside the village was not transferred to the City, delaying the project implementation.

“There is a certain law that requires all subdivision and village developer to donate their road lots to the City Government so the City can intervene,” Poblete said.

Maribao, though, said the road lots were already donated to the City.

The association presented a copy of the deed of donation entered by the developer and the mayor to the council.

“Since the donation was already solved, we will push through immediately the implementation of the project,” Poblete said. RVC
