53IB, Opapru collaborate to address needs of former rebels

THE government, through the collaboration of the 53rd Infantry Battalion (53IB) and the Office of the Presidential Adviser on Peace, Reconciliation, and Unity (Opapru), is set to implement sustainable programs tailored to the needs of Former Rebels (FRs) and other threat groups in Zamboanga del Sur.

This was the focus of the discussion when a delegation from the Opapru visited on Thursday, March 13, 2025, the headquarters of the 53IB at Camp Major David Sabido in Guipos, Zamboanga del Sur.

The Opapru delegation was led by Oliver Binancila, program manager of Local Conflict Transformation Field Implementing Support Unit (LCT-FISU) of Opapru. They were formally received by Lieutenant Colonel Rolando Vargas, Jr., 53IB commander.

"This significant visit highlights the continued collaboration between the battalion and Opapru in advancing the welfare of Friends Rescued and other threat groups, strengthening peace initiatives in the province," the 53IB said in a statement.

The former rebels, who are New People's Army surrenderers, are now called as Friends Rescued.

The 53IB said the sustainable programs focus on education, skills development, health services, livelihood support, an amnesty program, and the establishment of a Registered Peoples' Organization, ensuring that former conflict-affected individuals are provided opportunities to lead productive and law-abiding lives.

The 53IB said integral to the effort is the operationalization of the Zamboanga del Sur Peace Center, a dedicated facility established to serve as a hub for FR welfare programs, conflict resolution initiatives, and peace education campaigns.

"The Peace Center is envisioned as a safe space where FRs and other threat groups and their families can access reintegration services, livelihood training, and counseling, ultimately promoting healing, social cohesion, and lasting peace," the 53IB said in a statement.

The 53IB said the discussions also emphasized the 53IB's ongoing efforts to mitigate threats posed by various armed groups aside from addressing FR's welfare.

Through enhanced security operations, intelligence efforts, and strengthened community engagement, the 53IB has been instrumental in promoting peace and order in Zamboanga del Sur.

Vargas commended Opapru for its steadfast dedication to supporting FR and other threat groups and fostering peace in previously conflict-affected areas.

Vargas highlighted that the 53IB's partnership with Opapru is vital in ensuring that former combatants are empowered to become productive members of society.

"Our mission does not end with securing peace; it is our responsibility to nurture that peace by investing in people, especially those who once stood on the other side of the conflict," Vargas said. (SunStar Zamboanga)
