
THE City Government of Isabela in Basilan province, reaffirming its commitment to inclusive and participatory governance, has appointed Indigenous Peoples Mandatory Representatives (IPMRs) in six villages of the city.
Isabela City Mayor Sitti Djalia Turabin-Hataman administered the oath-taking ceremony for the newly appointed IPMRs at City Hall on Friday, April 11, 2025.
The Isabela City Information Office said on Saturday, April 12, that the newly appointed IPMRs are as follows: Nurhabel Kassan (Baluno), Fathea Basirul (Lanote), Jamar Palluh (Lukbuton), Munawar Sali (Makiri), Jannang Jamaluddin (Panigayan), and Jomer Atang (Port Area).
Hataman expressed her unwavering support for Indigenous Peoples (IP) communities, emphasizing the importance of inclusive governance and the vital role of IPMRs in promoting cultural preservation and development.
“With the appointment of new IPMRs, the city strengthens its efforts to make governance more inclusive, giving Indigenous Peoples the opportunity to participate meaningfully in shaping local policies and programs,” the Isabela City Information Office quoted Hataman as saying.
The oath-taking ceremony was attended by IPMR City Councilor Mary May Julhari, Executive Assistant on IP Affairs Norhaiya Diabo-Macusang, representatives from the National Commission on Indigenous Peoples (NCIP), and other stakeholders advocating for the rights and welfare of IPs.
The IPMR ensures that Indigenous Peoples have a voice in local legislative councils and other policy-making bodies. This representation is mandated under the Indigenous Peoples' Rights Act (IPRA) of 1997.
IPMRs are chosen by their communities and represent their interests and welfare. (SunStar Zamboanga)
