A MAN who went viral on social media after he allegedly extorted money for parking at the Libertad Public Market in Bacolod City was arrested Tuesday, August 21.

Senior Inspector Wilfredo Benoman Jr., head of Police Station 6, identified the suspect as Celestino Arsaga, 48, of Barangay Taculing.

Arsaga was arrested by personnel of Bacolod Traffic Authority Office (BTAO) led by Superintendent Luisito Acebuche on Amelia Street past 6 p.m. after the latter was informed about the video on Facebook.

Acebuche, as shown in a video from the BTAO, confronted Arsaga about his offense and even showed to him the video that went viral recently.

On the video, Arsaga allegedly asked for a fee from a person who was supposed to park his motorcycle in the area, however, when the man questioned his action, Arsaga told him to just move his motorcycle and park it to the other area because he will let others who pay for the fee use the space for the parking.

Prior to the apprehension, Benoman said he also invited Arsaga at the police station to ask him about the allegations against him.

Benoman said Arsaga told him that he is asking for a parking fee, “it depends on how much that person will give him when he parks his vehicle,” Benoman added.

Benoman said Arsaga already told him that he will not do it again.

He is now detained at Police Station 6.

Benoman said the filing of the case will depend on BTAO but he might be released from detention after 12 hours.
