‘Outdated’ provincial revenue code to be revised

CALLING it outdated, the Provincial Government of Negros Occidental is proposing for the revision of its current revenue code.

Provincial Administrator lawyer Rayfrando Diaz II said Friday, August 5, 2022, that the last time the province revised its revenue code was in 2017.

The part I of the proposed revised revenue code was forwarded to Negros Occidental Governor Eugenio Jose Lacson for his approval, Diaz said.

He said that they will then forward it to the Sangguniang Panlalawigan for a conduct a public hearing and a passage of an ordinance,

“It’s time for us to update the rates, fees being imposed by the provincial government on its hospitals and taxes,” Diaz also said.

In a letter Dated August 2, provincial treasurer lawyer Amy Grace Bolivar explained that the adjusted rates were decided following extensive deliberation.

Bolivar said the deliberation was conducted by the Committee on Amendments and the Revenue-generating Offices based on the guiding principles, parameters, and restrictions stipulated by law.

Included in the part 1 of the proposed revised revenue code are the provincial taxes, services fees, rentals and other provincial charges.

Bolivar noted that the second part of the proposed revised revenue code covering the Provincial Mining Act shall be submitted by the Provincial Environment and Management Office.

It is expected that the new revenue code will take effect before the year ends so that it will take effect by next year.

Diaz assured that the increases should not be exorbitant more than the amount of private and other government facilities as it was computed based on the expenses on manpower, resources, transportation and others.
