NEWSMAN and advocate Nars Padilla must be smiling from the afterlife as rehabilitation of the horses’ drinking trough along Abanao street has been proposed.

Padilla advocated for the rehabilitation of the area many times and now, councilor Lila Fariñas has proposed for the restoration, beautification and periodic maintenance of the historic horses’ drinking trough along Abanao Street.

Fariñas also asked for the creation of a committee to oversee the implementation, and appropriating the amount of P50,000 for its purpose.

“In memoriam for the late public servant, Nars Padilla, who, in his article dated October 24, 2014, made mention of revisiting the same edifice for its restoration and maintenance, it is only befitting that we give him due credit to his humble request,” Fariñas said.

The proposed law, known as “The Baguio Historic Horses’ Drinking Trough Ordinance” significance of the area “The Horses’ Drinking Trough along Abanao Street is acknowledged as Baguio’s first and most central historical marker which commemorates the spot where decades ago, is true to what it stands for, when Baguio was still young and developing.”

Fariñas added the historical marker is located in a most strategic position, and literally at the heart of the city, which makes it deserving of beautification and maintenance in order to make it more striking and spectacular, for tourists to give cognizance to its implication, and most importantly, for our very own people to know its significance in the history of Baguio.

A committee for the restoration, beautification and periodic maintenance of the Baguio Historic Horses’ Drinking Trough will be led by the Committee on Tourism, Special Events, Parks and Playgrounds, the City Environment & Parks Management Officer and the City Buildings & Architecture Officer.

The committee will be tasked to convene and plan for the restoration, beautification, and periodic maintenance of the Baguio Historic Horses’ Drinking Trough at least once a year, and at least one month before the Baguio Day (September 1) celebrations every year.
