Baguio scientist lauded

IN THE field of science, a Baguio boy is being honored.

In a resolution, Dr. Francis Norman Paraan, who brought glory and prestige to the City of Baguio by being one of the awardees of the recent “2020 Outstanding Young Scientist,” has received praise from the entire City Council in this week’s regular session.

Councilor Arthur Allad-iw cited in the 36th annual meeting in June 2020, the National Academy of Science and Technology (NAST), the highest scientific advisory body of the Philippines under the Department of Science and Technology (DOST), recognized and awarded 12 outstanding scientists in the country due to their contributions in the various fields of science.

Paraan was recognized for his scientific contributions to the fundamental understanding of how quantum effects can be used to measure and enhance an elusive quantity called entanglement, which is an important phenomenon for the next generation of quantum computing technologies.

“He has entered the fast developing of machine learning and in instigating image processing algorithm to improve computer vision while currently working as an Associate Professor at the University of the Philippines-Diliman, he is a member of various scientist organizations and a researcher,” Allad-iw said.

Paraan is an academic achiever, obtaining his Bachelor of Science in Physics (Magna Cum Laude, 2006) and Master of Science in Physics (2007) at UP Diliman; and obtained his MA Physics (2010) and PhD Physics (2012), both from The Outstanding Youth Scientist Awardees given annually by NAST to young scientists under 41 years old.

Paraan is a Baguio boy who is the son of civic leader Dr. Rolando Paraan and the grandson of the late former Mayor Francisco “Ping” Paraan.
