National ID system seen to fix gaps

IMPLEMENTATION of the National Identification (ID) System in the country is seen to resolve problems in the identification of recipients and beneficiaries of support from the government.

Baguio City Representative Marquez Go said once the National ID system is implemented, problems on identifying possible beneficiaries such as the Social Amelioration Program (SAP) will be properly addressed.

"One of the pilot areas identified to start with the implementation of the National ID system is CAR (Cordillera), and me, together with all the congressmen have registered under this system. This have actually been a law since the 17th Congress and it is the implementation that we are just awaiting," Go said.

The National Identification System or the Philippine Identification Card is the official lifetime national identity card for Filipino citizens worldwide and includes foreign permanent residents in the Philippines at least 18 years of age.

The Philippine Statistics Authority is the primary agency tasked to undergo with data gathering for the National ID System.

Enrique Gascon, Department of Social Welfare and Development (DSWD)-Cordillera assistant director for administration, said that based on their computer algorithms records, close to two percent of the first tranche SAP beneficiaries in the region, or majority coming from Benguet Province were found to have doubled their claim.

"We have our algorithm on how to check on who are duplicates based on our criteria and they may not have been properly informed on what unit of assistance they should fall under. And we believe that once the implementation of the National ID System will be done, minimal glitches like these will now be prevented," Gascon said.

Republic Act 11055, otherwise known as the Philippine Identification System Act, aims to establish a single national identification system for all citizens and resident aliens of the Republic of the Philippines.
