Values restoration among police pressed

ONLY five percent of the entire chiefs of police in the country practice disciplinary authority, according to the director of Directorate for Human Resource and Doctrine (DHRDD).

Police Major General Amador Corpus, director of DHRDD, made the statement while admitting there is a problem on values of some of its personnel within the organization.

“On the national scope, less than five percent of chiefs of police in the country practice their disciplinary authority on their personnel who have committed questionable actions that have clogged the rendering of sanctions to erring police personnel at higher headquarters. It is inherent in chiefs of police to exercise immediate disciplinary actions against their personnel since they are directly in contact with them aside from the authority given to them by the Police organization,” Corpus said.

As the training arm of the Philippine National Police (PNP), the DHRDD is tasked to help every PNP personnel to pursue a very respectable career.

“The chiefs of police in the country is our biggest support when it comes to discipline which is why we advise them to practice their disciplinary authority and to not let questionable actions of their personnel reach the national headquarters when in fact, at their level, they can decide what sanctions are to be done,” Corpus said.

Before its activation, training and education in the PNP underwent transitional phases in terms of its functions and responsibilities, and command turnovers.

The most important effect on training and education is the enactment of Republic Act 6975, to which DHRDD came to be.

“In my almost 35 years of public service in the police organization, I have practiced a good common sense, being one step ahead, and having a defensive assumption every time I am tasked with a problem needing the appropriate and timely decisions. I would like to pass this on to prospective chiefs of police and future leaders in different capacities of the PNP in Region 2, the Cordillera and even in other regions of the country because Chiefs of Police play a very significant and important role in our organization,” Corpus added.
