P4-M thermal scanners have facial recognition feature

THE logistics cluster of the City Government of Cagayan de Oro has clarified that the two thermal scanners, worth around P2 million each, will be used even after the coronavirus disease (Covid-19) threat.

Dr. William Bernardo of the logistic cluster said the thermal scanners (brand: Satir) they purchased are from Ireland and have the ISO certification 9001:2015.

“Kining brand nga gikuha we have researched this and it is a recognized brand with an ISO certification from Ireland through Europe and it is certified by testing center. The quality is there,” Bernardo said.

The thermal scanners’ system functions include: online monitoring for rapid temperature measurement, multilevel distribution architecture, mobile app, archives management, health archives management, and data statistics report.

The equipment consists of thermal camera, black body, tripod, wall bracket, Samsung LED TV, software program, desktop computer with 2TB hard drive, and network cable connectors.

Bernardo said the black body, which is for electromagnetic radiation absorption and control, the software and face recognition are among the features they were looking for in a thermal scanner.

“The idea is, it can have a database of mga faces para mo-identify,” Bernardo said.

He added that it is possible that through the thermal scanner, they can identify the person’s name, age and gender.

The City Government’s purchase of the thermal caused several netizens to react, most of them questioning the cost of such equipment and comparing it to a product of the same look but a different brand.

However, Bernardo said that while the thermal scanners have several “look-alikes,” they chose a brand with quality equipment.

“When we chose this one, it is based on the specs needed sa atoang facility, at the same time designed to last quite some time,” Bernardo said.

“Because dili man sad gi-plano nga taman rani sa karong Covid gamiton, this is to be used continuously after this crisis. That’s why quality para magamit pa sya sa kadugayang panahon,” he added.
