Labella eyes community service as punishment for ECQ law violators

CEBU City Mayor Edgardo Labella wants violators of the enhanced community quarantine (ECQ) directive to render community service.

“We have requested Councilors Raymond Alvin Garcia and Dave Tumulak to sponsor an ordinance that will require violators to do community service,” said Labella in his press conference on April 13, 2020.

The large crowd that gathered at Carbon Public Market during Maundy Thursday prompted Labella to think of such measure.

On April 9, people flocked to the downtown market in total disregard of the social distancing guideline reportedly to buy ingredients for “binignit.”

Because of the incident, Labella ordered the Cebu City Police Office to “effectively and efficiently implement the social distancing.”

Meanwhile, curfew violators in Barangay Umapad in Mandaue City will be made to clean up the canals as penalty.

Barangay captain Nelso Rubio Sr. said that despite their strict 24-hour curfew ordinance in Mandaue City, there are still individuals caught roaming around without a quarantine pass.

Adult offenders will be arrested while the minors will be sent home and their parents or guardians summoned.

The law offenders will be brought to the police station for blotter and on the following day they will start service by cleaning up the canals in their area.

Each offender has to collect one full sack of garbage from the canal before they could go home.

“Kung nag-eskwela mo, basin og maapektahan ang inyong good moral certificate ani kay national law ni inyong gilapas (If you’re studying, there’s a chance that you won’t get a certificate of good moral character since this is a national law that you’ve violated),” said Rubio. (JJL / KFD)
