PRESIDENT Rodrigo Roa Duterte attended the Sinulog Festival on Sunday, January 19, 2020.

The president arrived at around 6:30 p.m. at the Cebu City Sports Complex.

A security lockdown was implemented during his visit, which started at 3 p.m.

This is the first time that Duterte attended the Sinulog, the Philippines' grandest festival.

All cellular phone signals were also shut down during his visit.

Police Regional Office Central Visayas Director Valeriano de Leon earlier said that he recommended to the National Telecommunications Commission Central Visayas to shut down cell phone signals in Metro Cebu to help secure the president. (JGS)
