Ex-Cebu City Hall worker arrested for ‘duping’ clients

A MAN who reportedly promised to facilitate the building permit application of his clients even if he was not anymore connected with Cebu City Hall fell into the hands of the authorities.

Elmer Moreno, a former job order worker of the Cebu City Government, was arrested by operatives of the National Bureau of Investigation in Central Visayas (NBI 7) during an entrapment on Gen. Maxilom Ave. in Cebu City on Thursday, Sept. 29, 2022.

The arrest was made after the NBI 7 received a complaint from Maricel Awas Golosino, who claimed that she gave P23,800 to Moreno who allegedly promised to facilitate the transaction of her building permit application at the City Hall through Moreno’s former workmates.

Moreno continued to deceive the complainant and again requested an additional amount of P3,200, the NBI 7 on Monday, Oct. 3.

Seized from the suspect were marked money of undetermined amount, an identification card from the Cebu City Mayor’s Office, USB drive, cellphones and other fake documents.
