Cordova Police Station Chief Efren Diaz Jr. said their target, Jelly "Eling" Sumalingo Baguio, 30, was arrested with two alleged junkies.

The alleged users were identified as Alvin Dinoy Abaño, 28, and his 17- year-old cousin.

Diaz said Baguio had been identified as a street level target and included in the police station's list of drug personalities in the municipality.

The suspects will face complaints for violation of Republic Act 9165, or the Comprehensive Dangerous Drugs Act of 2002.

Selling shabu is a non-bailable offense.
