AS THE new Cebu City Police Office (CCPO) director, P/Col. Gemma Vinluan said she will seriously deal with unsolved high-profile cases in the city.

Vinluan, who replaced Ret. P/Col. Royina Garma, said she will make a review of all pending cases which Garma failed to solve during her time.

“We will check on what possible evidence we can recover for the investigation. We will create a team who will ran after those persons who are subjects of warrants of arrest. We will make sure that justice will be served,” she said.

Among the killings that happened under Garma’s watch which remain unsolved are the massacre of five men in Barangay Malubog, the murders of Philippine Drug Enforcement Agency officer Baby “Earl” Rallos, former Cebu City assistant prosecutor Mary Ann Castro and P/Capt.
