THE “Outsiders No Entry” policy and checkpoints in the entry and exit points of all the puroks in Brgy. Subangdaku, Mandaue City were implemented on the first day of enhanced community quarantine, Monday, March 30, 2020.

Santiago Luchavez, the Sangguniang Kabataan (SK) chairman of Brgy. Subangdaku told Sunstar Cebu that the idea was from Sitio Marna where they fenced some of their entry and exit points.

Only a few entry points remain open for checkpoints.

For Luchavez, it is a great idea to control and monitor the entry and exit of the people in Subangdaku.

When he told Ernie Manatad, the chieftain of their barangay, he directed them to inform the purok leaders to cascade the information to their constituents and implement the same policy.

Each checkpoint will be manned by a purok leader and two volunteers with four-hour shifts for 24 hours.

Daisy Temple, one of the purok leaders, told Sunstar Cebu that they volunteered to guard the checkpoints so that the barangay officials and tanods will do their roving on the highway.

“Since we know everyone living in our area, we will know if there is an outsider who will enter,” said Temple.

The constituents who will enter and exit their purok will have to present their quarantine pass.

Aside from the quarantine pass, the constituents who will enter and exit must write their names on the logbook, wear a mask and sanitize their hands with alcohol.

Luchavez added that the barangay will provide alcohol, masks and IDs for the volunteers and purok leaders.

Subangdaku is one of the biggest barangays in Mandaue City with 17,000 residents and 53 puroks. (KFD)
