Beyond commending the Land Transportation Office (LTO) for curbing corruption, clamping down on the illegal practice of non-appearance for motor vehicle registration and inspection, I am working on further empowering the LTO to make roads safe for the public.

I am looking for ways to enable the LTO to get better at its job. The powers of the LTO has its origins in the old Public Service Act, which got much-needed upgrades in the 18th Congress. Our work on updating the Public Service Act and other laws on transportation is not yet over. There is much room for improvement still.

I laud the LTO programs aimed at enhancing road safety and improving driver competence, as well as its initiatives to curb corruption and implement full digitalization of its processes.

I appreciate LTO Assistant Secretary Jose Arturo M. Tugade, and the men and women of LTO for their commitment to implementing the aforementioned programs, and I assure them of my full support in their future endeavors towards providing better service to our people.

Since I delivered a privilege speech last August 8, 2022, on the existence of two IT systems in the agency and the operation of Private Motor Vehicles Inspection Centers (PMVICs) and Private Emission Testing Centers (PETCs) in the country, and after the hearings conducted by the Committee on Transportation last Feb.

8, 2023, the LTO has since clamped down on the illegal practice of non-appearance for motor vehicle registration.

Furthermore, the LTO’s move towards full digitalization of its processes is a significant step towards modernizing our government services. This will not only streamline the LTO’s operations, but it will also improve the efficiency of the agency’s services, resulting in faster and more convenient transactions for the public.
