ILOILO City Mayor Jerry P. Treñas has issued Executive Order No. 056, Series of 2023, temporarily suspending flag ceremonies for May 2023.

As the heat index rises, it was decided to prioritize the health and well-being of employees, particularly the elderly, who have health issues or conditions directly connected to sunlight exposure and prolonged standing.

According to the Philippine Atmospheric, Geophysical, and Astronomical Services Agency (Pagasa), the City of Iloilo's heat index calculation did not go below 40 degrees Celsius (40°C), which is classified as "Danger."

Long periods of exposure to the sun can cause heat cramps, heat exhaustion and even heat stroke.

According to Section 16 of Republic Act No. 7160, often known as the Local Government Code (LGU), "providers that every local government unit shall exercise the powers expressly granted, those necessarily implied therefrom, as well as powers necessary, appropriate, or incidental for its efficient and effective governance, and those which are essential to the promotion of the general welfare."

With this in mind, Treñas has directed that the Iloilo City Government suspend flag ceremonies for this month.

The provisions of this executive order shall apply to all offices and departments of the City of Iloilo, including personnel employed under contract of services/job orders.

This executive order is effective immediately and will remain in force until May 31, 2023. (SunStar Philippines)
