3 arrest warrants out for Barangay 35 chief

WARRANTS of arrest have been issued against barangay captain Manuel Huelar Jr. of Barangay 35, Bacolod City, for three separate complaints.

One warrant is for two counts of grave coercion and two counts of arbitrary detention, issued by Municipal Trial Court in Cities Branch 3 Judge Napoleon Diamante on February 22, 2016. The court set a bail of P12,000 for each count of grave coercion and P6,000 for each count of arbitrary detention.

A second warrant was issued on February 17 by Regional Trial Court Branch 54 Judge Eduardo Sayson, which named Huelar and three others -- Buddy Magbanua, Bliss Operiano and Bonbon Huesna -- for robbery. The court set bail at P100,000 each.

The same court also issued another warrant against Huelar and Magbanua on February 17 for violation of Republic Act 6539 or the Anti-Carnapping Act of 1972. The court set bail at P180,000 each.

The charges stemmed from a complaint filed by Susan, Mike, Jea Ann and Rolando Permano, and John Francis Lingco, all of Barangay Mansilingan.

They said that Huelar and the other suspects entered the residence of Mike Permano without permission on May 17, 2015, and took several items with them, including a wall clock, wristwatch, wallet, a speaker box, four unserviceable cellphones, and a motorcycle, among others.

Huelar could not be reached for comment as of press time. (CNC)
