Dialogue wanted to clear royalty issue

A TOP official said a dialogue between the Filipino Society of Composers, Authors and Publishers Incorporated (Filscap) and affected businessmen should push through to clear “royalty” issues.

National Commission on Culture and the Arts (NCCA) Executive Director Cecile Alvarez said there should be a forum to fully explain the concept of royalties and the intellectual property rights.

The Filscap has recently earned the ire of businessmen in the city as it collected royalties from business establishments, which played songs without proper permission.

NCCA Vice Chairman Priscilla Macansantos said a dialogue is needed to settle the dispute between the businessmen and Filscap.

“The problem is, there was no dialogue and the business sector was not ready for collection of such royalties,” Macansantos said.

Macansantos said the collection sounded outrageous because it was not properly explained to the business community.
