FIXERS and Iloilo City hall employees facilitating documents for a fee are off-limits and not accepted by the City Government after a complaint had reached the Customer Care Center, Iloilo City Administrator Hernando Galvez warned.

Fixers are persons who facilitate speedy completion of transactions for financial gain or any other advantage or consideration.

An entrapment of violators of the anti-red tape act will soon be established through the Customer Care Center. Persons who have transactions at the City Hall must not be interrupted by the fixers, Galvez said.

As stated in the Republic Act 9485, the Anti-Red Tape Act of 2007 is an act to improve in the delivery of government service to the public by reducing bureaucratic red tape, preventing graft and corruption, and providing penalties thereof.

The city administrator said the act of fixing documents for a fee is illegal and against the order of the Civil Service Commission.

The perpetrator who is a City Government employee may face removal from position and perpetual disqualification from the government service.

However, Galvez explained that an employee may help an outsider facilitate the required documents on voluntary basis without a fee. This act alone may help endear City Hall to the general public as a friendly and helpful local government unit.

But the employee concerned must not ask payment or a fee for the assistance extended to an outsider, Galvez added.

Fixers and private persons acting as fixers for City Hall services are not allowed to loiter along the department offices or stay in any floors of the seven-storey building.
