Kalinga creates provincial census board

GOVERNOR Floydelia R. Diasen directed the creation of a Provincial Census Coordinating Board (PCCB) to assist the National Statistic Office (NSO) in implementing the 2010 Census of Population and Housing program.

The move is in pursuant to Republic Act (RA) 72, otherwise known as the “Act providing for the taking of an integrated census every 10 years in the year nineteen hundred and eighty and for other purposes.”

Diasen will chair the board with Schools Division Superintendent Norma Brillantes as the vice chairperson.

Members are Department of Public Works and Highways (DPWH) Kalinga District Engineer Leo Mustard, Philippine National Police (PNP) Provincial Director Virgilio Laya, Provincial Planning and Development Officer Norma Damian, Provincial Assessor Engineer Jeffrey Uyam, Provincial Population Officer Florence Obar, Provincial Agriculturist Gerardo Jose, and Philippine Information Agency Info manager Peter Balocnit.

Members also include dzRK Station Manager Basilio Baluyan, Provincial Social Welfare and Development Office (PSWDO) Digna Dalutag, National Commission on Indigenous Peoples (NCIP) provincial Director Natividad Sugguiyao, Radyo Natin Station Manager Carousel Viteño, Guru Press Managing Editor Ghumie Pinhikan, and National Statistics Office (NSO) Executive Officer Avelino Cadalig.

Identified duties and functions of the coordinating board include the assessment of transportation, communication, security and publicity needs of NSO Kalinga; specify the involvement and participation of agencies; and assists the city and municipal census coordinating board in the conduct of publicity and information campaign.

The board is also mandated to assist the NSO in the census operations ensuring complete coverage of the province; make referral to the Regional CCB matters which cannot be resolved in the PCCB and to take up matters specified or necessary for the successful conduct of the census. (Gigi Dumallig)
