ILOILO City Mayor Jed Patrick Mabilog reconstituted the Iloilo City Solid Waste Management Board (ICSWMB) membership to further strengthen sectoral participation in setting local solid waste management policies and actions.
Mabilog said he envisions the board to take an active part in the total solid waste management in the city.
Thus in drafting Executive Order 005-B, Series of 2010, Mabilog said the board shall develop strategies and detailed programs that will help enforce the solid waste management subsector plan in the city's Comprehensive Land Use Plan and help ensure short, medium and long-term management of Iloilo's solid wastes.
The waste board is expected to integrate various waste management plans and strategies of the barangays, and adopt measures to promote and ensure the viability and effective implementation of solid waste management programs. It may also adopt specific revenue generating measures to promote the viability and sustainability of the city's solid waste management efforts.
The board will also review the plan every two years to ensure its sustainability, effectiveness and relevance to local and international developments in the field of solid waste management.
It will also recommend specific measures or proposals to appropriate local government authorities for franchised or build-operate-transfer agreements with duly recognized institutions pursuant to provisions of Republic Act 6967, to provide exclusive or non-exclusive authority for the collection, transfer, storage, processing, recycling or disposal of municipal solid waste.
Signed by Mabilog last July 20, the waste board is composed of 15 representatives, including the city mayor as chairperson and private sector representative Ma. Luisa Segovia as co-chairperson.
Other members are Councilor David Jamora, who chairs the City Council committee on environment; president of Liga nga mga Barangay in Iloilo; Sangguniang Kabataan Federation president; and representatives from Uswag Calajunan Livelihood Association, media, academe, environment agency's management bureau, city environment office, City Planning Office, City Engineer's Office, Office of General Services, Iloilo City Police Office, and Task Force Clean and Green.
