Village chiefs back Hedcor's style management

TWO village chiefs in Benguet signified their approval for the implementation of the terms-of-agreement by Hedcor in managing the Asin hydro power plants.

In a department heads meeting, Mayor Mauricio Domogan said that if the City Government proceeds with the privatization of the Asin hydro power plants, two barangay captains would prefer the terms then implemented by Hedcor, where one percent of earnings goes to the landowners and two percent to the host municipality,.

Councilor Peter Fianza said the city tried to implement the same arrangement with the landowners prior to Domogan's meeting with the barangay chairmen, but other groups demanded for a higher compensation, such as payment of P100 per square meter for their properties traversed by the hydro power pipes.

Domogan, who favors to bid out the management of the plants, said he will ask the village leaders to submit a written authorization from the residents containing their consent for the same terms to apply.

He said this could be used for the formulation of the terms-of-reference, which still needs to be reviewed, so recommendations for privatization can firmed up. ( Rimaliza Opiña)
