CITY of San Fernando Tourism Officer Ching Pangilinan awards a certificate of appreciation to Teodoro S. Atienza, chief of the Heraldry Section of the National Historical Commission of the Philippines, during Tuesday's (May 21) seminar on the Flag and Heraldic Code of the Philippines held at Heroes Hall.
