PRO 7 director welcomes arrest of 'scalawag' cop

POLICE Regional Office (PRO) Central Visayas Director Brigadier General Roque Eduardo Vega welcomed the arrest of a police officer during a buy-bust conducted by the Badian Police Station in the southwestern Cebu town on Tuesday morning, August 23, 2022.

The suspect was identified as Patrolman Apollo Baisac Concepcion, a 41-year-old resident of Barangay Legaspi in the neighboring town of Alegria.

Vega said he directed the office-in-charge of the Cebu Provincial Police Office (CPPO) to “exercise disciplinary authority” over Concepcion.

“Aligned with the chief PNP’s (Philippine National Police) guidance, instilling discipline is a routine action that is taken priority to implant integrity in our work. Under my watch, I will not tolerate any wrongdoings of either of my uniformed or non-uniformed personnel or face the consequences of their actions. Let this serve as a warning,” Vega said.

Concepcion, who is assigned at the Tactical Operations Center of the CPPO, was ordered to turn over his issued firearm while he is facing criminal and administrative charges.

If found guilty, Concepcion will be dismissed from duty.

During last Tuesday’s operation, police also arrested Concepcion’s alleged mistress, 34-year-old Charisse Uy Ylanan, and his personal aide, 21-year-old Raphael Jose Legarde.

They recovered 20 grams of suspected shabu with an estimated street value of P136,000 from the three suspects.

When the patrolman was placed under surveillance, police found out that he would leave camp to go home after four days of duty carrying illegal drugs.

Concepcion would allegedly drop off the contraband in various southwestern towns in Cebu Province where he reportedly had personal aides in some of them.

Concepcion is described as a high-value individual in the drugs watch list.
