P1 billion investment proposal on Capitol property submitted

A CONSTRUCTION firm has expressed its interest to enter a P1-billion investment with the Negros Occidental Provincial Government for the renovation and transformation of the dilapidated Provincial Administration Center (PAC).

Acting Provincial Administrator Lucille Gelvolea revealed yesterday, June 19, that the Dynamic Builders and Construction Company, Inc. (DBCCI) has submitted an unsolicited proposal for PAC’s renovation and the construction of a mixed-use building under a public-private partnership (PPP).

“The proposal will have to go through the process as stated in the PPP ordinance of the province,” Gelvolea said.

Instead of a bidding, the Capitol has opened to accept competitive proposals from other firms.

“There is no limit on how many interested parties can submit their proposals,” she said.

Gelvolea explained that terms of reference regarding the project will be prepared for the approval of the Provincial Council and Governor Alfredo Marañon Jr.

Once the Provincial Council gives the governor the authority, he may start the negotiation and the conduct of a public hearing on the project, she added.

Earlier, Marañon welcomed the pronouncement of DBCCI for the P1-billion investment for the Capitol property.

Board Member Salvador Escalante Jr., who was the first to reveal the DBCCI’s proposal, also said that the Provincial Government is also eyeing the construction of a six-storey building at PAC’s area across the National Bureau of Investigation–Bacolod office.

The Provincial Engineer's Office has been busy preparing for the building plan, Escalante revealed.

The board member also said that the governor has ordered to stop the proposed rehabilitation of PAC which already had a budget allocation of P185 million after realizing that constructing a modern building is more advantageous than rehabilitating the old one as the Capitol continues to expand its operation.
