City to release P110M to aid brgys during ECQ

THE Cebu City government will be giving P110 million to the city’s 80 barangays that they can use to help their constituents during the enhanced community quarantine (ECQ) starting on Saturday, March 28, 2020 to April 28.

Lawyer Jerome Ornopia, head of the Cebu City Accounting Office, said the first 10 barangays with the highest population will receive P3 million; the next 10 barangays with moderately high population will get P2 million and barangays with low population, P1 million.

The top 10 barangays in the city with the highest population are Guadalupe, Tisa, Basak San Nicolas, Mambaling, Lahug, Labangon, Inayawan, Quiot, Bulacao and Mabolo.

Ornopia said village chiefs should use 80 percent of the money they receive from the City to acquire food supplies, and the remaining 20 percent for other supplies such as fuel, medicines and personal protective equipment.

Councilor Raymond Alvin Garcia said village chiefs only have to comply with “minimal requirements.” He said the City needs only the receipt showing the village chiefs have already received the money.

The P110 million was allocated from the 2020 annual budget aid for the barangays.

In the 2020 annual budget, a total of P250 million was allocated for the said account.

After the City releases the money, the village chiefs will be required to secure receipts of the budget allocations in compliance with the Commission on Audit rules.

Franklyn Ong, Association of Barangay Councils (ABC) President and Kasambagan barangay captain, encouraged the village chiefs to look for a supplier for their needs once they get the money. / JJL
