CEBU City Administrator Floro Casas Jr. filed 31 counts of cyber libel and grave threats against former councilor Pastor “Jun” Alcover Jr. on Friday, Feb. 14, 2020.

Casas lodged complaints before the Cebu City Prosecutor’s Office as his reply to the allegations made by Alcover during the latter’s radio program, which was also aired on Facebook Live from Feb. 10 to Feb. 13.

Alcover has accused the city administrator of refusing to release the funds for the sweatshirts of 2,500 motorcycle-for-hire drivers. He said Casas, a lawyer, sabotaged the release of the free uniforms and of keeping the money for his use in the 2022 elections.

Alcover refused to comment on Casas’s complaints against him, saying he would wait for the city prosecutor’s office to summon him.Screenshots of Alcover’s social media posts against Casas were included in the lawyer’s complaints as evidence.

City Hall employees Jonil Matuguina, Irvin Cabables and Jundel Bontuyan executed affidavits, saying they had read Alcover’s posts.

Casas said Alcover did not divulge the real issue between them.

He said Alcover had recommended nine persons to work as casual employees at the City Hall, but he could not accommodate them since Councilors Dondon Hontiveros and Antonio Cuenco had not yet filled their quota of 15 casual employees.

Casas said 36 persons now working at the City Hall were endorsed by Alcover. (PAC / KAL)
