CEBU Provincial Board (PB) Member Horacio “Raci” Franco passed away on Friday, Sept. 23, 2022. He was 47.

Franco’s passing was confirmed by Vice Gov. Hilario “Junjun” Davide III in a statement he posted on his official Facebook page on Saturday, Sept. 24.
