Tell it to SunStar: Street dwellers

WITH the advent of the general community quarantine, nobody seems to be overseeing the proper observance of quarantine protocols. I am seeing on the streets whole families of Bajaos, women, children, babies, old men begging and knocking on windows of vehicles. If one of those has Covid-19, would they not be spreading the disease all over the city, making our sacrifices during the enhanced community quarantine for nothing? Who allowed them out of their barangays considering that they do not even carry quarantine passes? Are they exempted? The worst thing is that they stay on streets and areas that are at present Covid-free.
