THE Davao City Police Office (DCPO) recorded a total of 1,308 personalities with standing warrants of arrest who were apprehended during the more than two years implementation of city-wide Oplan Kalinaw, a Joint Area Security, Community Service, and Protection Operation Plan.

Oplan Kalinaw, formerly called “Oplan Bulabog,” was launched in May 2017. It is a comprehensive effort to counter terrorism and anti-criminality operations including identification, background check and profiling of transient residents in urban communities and manhunt operations of wanted persons or fugitives hiding in urban communities.

DCPO director Police Colonel Alexander Tagum told SunStar Davao yesterday, July 9, that the massive weekly manhunt operation under Oplan Kalinaw has led to the significant increase of the number of fugitives who were nabbed in Davao City. The series of operations contributed to the decrease in crime rate in the city.

Aside from Oplan Kalinaw, during the Special and Normal Police Operations of the 12 police stations, they have likewise arrested a total of 2,837 since 2017.

The top three common cases of the arrested personalities were involved in theft, robbery, and violation of Republic Act (RA) 9165 or the Comprehensive Dangerous Drug Act.

The operation was launched in 2017 in the wake of the Marawi siege to prevent possible spillover and to prevent terrorist groups from establishing a foothold in Davao City.

From mere profiling of resident, it has improved and has become a four-in-one package. Aside from initiating identity/background check and profiling of transient residents in our urban poor communities within the city; and manhunt operations/arrest of wanted persons/fugitives hiding in the community, DCPO also included community outreach/free medical check-up and giving of medicines and vitamins, and community empowerment through crime prevention education.
