PRESIDENT Rodrigo Duterte on Wednesday, March 13, expressed anger over the brutal killing of a 16-year-old girl in Lapu-Lapu City, Cebu.

In a speech delivered in Isabela province, the President said he could not accept the gruesome murder of Christine Silawan, a Grade 9 student who was found dead Monday, March 11, her face flayed to the bone and her lower garments and undergarments missing.

"Kahapon, may pinatay 'yung mga p***** i** niya, binalatan ang mukha (Yesterday, son of b**** killed somebody, her face was skinnedl)," Duterte said during the campaign sortie of his political party.

"I kiss women. Hindi 'yun rape. Minsan may mag-sabi na halikan mo ako, yakapin mo ako. 'Yung naman ganon, wala 'yung... T*** i**, patayin mo tapos balatan mo (I kiss women. That's not rape. Sometimes, some would ask me to kiss and hug them. There's no malice in that, Son of a b****, you kill a person and skin to the skull)," he added.

Silawan's body was found in a vacant lot in Sitio Mahayahay in Bankal, Lapu-Lapu City. The victim's mother identified the body as that of her daughter based on the upper garment.

A lone witness revealed that she saw three men raping Silawan before killing her.

Silawan's death has sparked calls for the restoration of death penalty.

Duterte told human rights groups that the teenager's death would be met with revulsion.

"Human rights, baka hindi niyo alam (perhaps you don't know), you try to dig into decays and you'll find that may revulsion sa ganon (there)," he said. (SunStar Philippines)
