City ‘has the right’ to regulate traffic

BENGUET -- It is the right and prerogative of the City Government to regulate vehicles coming in and out of the city, an official said.

Federico Mandapat Jr., regional director of the Department of Transportation and Communication (DOTC) said there is no legal violation with regards to the implementation of the experimental traffic scheme as it is the local government unit’s mandate.

“They are entitled to it and they have the right execute such an order,” Mandapat said.

Mandapat added that public utility vehicles’ (PUVs) operators and drivers should not complain about lost income because they are stuck in traffic.

“The convenience of the public is the first and foremost responsibility of the drivers,” Mandapat said.

The agency will wait if the city declares the traffic scheme as effective, he said. (Visha Calventas)
