DAVAO City Mayor Rodrigo Duterte signed an executive order (EO) creating a volunteer and citizenship desk.

Based on the Executive Order No. 28, the Volunteer and Citizenship Program (VCP) is defined as a program harnessing available human resources in the community towards productive ends, encouraging committed volunteers to enrol in the program to volunteer their services for free in their chosen areas of expertise and interest.

"The city of Davao supports the VCP and adheres to the responsibilities it imposes on Local Governemnt Units," the EO reads.

The EO states that the Human Resources and Management Office (HRMO) is the focal person of the Davao-VCD.

The Davao-VCD is responsible for information and education in campaign on VCP at the local level, matching of volunteers with the existing demands or filling of existing, among others.
