SURRENDERED. FORMER Bureau of Corrections (BuCor) officer-in-charge Rafael Ragos, one of the officials accused of being involved in the illegal drug trading in the New Bilibid Prison (NBP), on Sunday surrendered before the National Bureau of Investigation (NBI).
