BACOLOD City Executive Assistant Samuel Montoyo said on Thursday he will file a case against the Barangay 4 chief for not participating in the Business One-Stop-Shop at the Government Center last month.

Montoyo said he is still waiting for the witnesses to file the disobedience charges against Barangay 4 chief Freddie Vargas.

It will be filed with the Office of the President.

Of the 61 villages, only Barangay 4 failed to send their representative to the one-stop-shop.

"We required the barangay officials to send their representatives because there was an executive order issued by Mayor Evelio Leonardia instructing all villages to participate in the one-stop-shop, which started on January 3 until February 28," Montoyo said.

Montoyo noted he was informed that some businessmen were paying directly to the Barangay 4 Hall without issuing an official receipt, which is "a violation. They should issue an official receipt to the business owners."

Montoyo recalled that during the one-stop-shop, several business establishment owners along Lacson Street were complaining that Barangay 4 has no representatives who will sign the barangay clearance.

Through the one-stop-shop, business owners can fast-track the processing of permits, time and money since all agencies and offices they need to transact with are together under one roof.

"This will be a test case to the barangay officials who are not following directives from the local government," Montoyo said.
