Sotto wants special penitentiary for drug offenders

MANILA -- Former head of the Dangerous Drugs Board Senator Vicente Sotto III wants to put up a special penitentiary for people breaking drug laws.

He said drug offenders make up 70 percent of inmates, making it likely that there is an illegal drugs trade in the country's jails and penitentiaries.

"I want an overhaul and revamp in the jail system. I have been saying this over and over again, and the only solution is creating a drug penitentiary for drug offenders,” Sotto stressed.

He said that drug-related crimes are "a special kind of crime" and require a separate rehabilitation program and security protocol. (Jonathan de Santos/Sunnex)
