Environment bureau cancels valley housing project ECC

Lauren Alimondo

THE Environment Management Bureau-Cordillera (EMB-CAR) has cancelled the Environmental Compliance Certificate (ECC) of Cordillera Homes-Saint Francis Community Association Incorporated (CH-SFCAI) at Kesbeng, Poblacion, La Trinidad, Benguet.

EMB-CAR director Reynaldo Digamo in his order states based on records, the Cordillera Homeowners Cooperative represented by its president, Jude Wal was issued ECC on August 18, 2009 for Cordillera Homeowners Cooperative Housing Project Phase II.

On May 22, 2014, an amended ECC was given, amending among the project name and proponent to Cordillera Homes-Saint Francis Community Association Inc.

A revocation order of the certificate of registration dated December 11, 2017 was issued by the Housing and Land Use Regulatory Board-Northern Luzon Region to CHSFCAI for violating condition-imposed Resolution No. R-942 s.2016 promulgating the guidelines of the Homeowners Registration of Homeowners Association organized under Government Housing Programs in relation to RA 9004.

The ECC contains specific measures and conditions that the project proponent has to undertake before and during the operation of a project, in some cases during the projects abandonment phase to mitigate identified environmental impacts.

The ECC document issued by the EMB certifying that based on the representations of the proponent, the proposed project will not cause significant negative environmental impact.

The CDJ Group Construction and Development Corporation (CDJ Group) informed the municipality of La Trinidad they have taken over the operation, management and development of the project of the Cordillera Homes Saint Francis Community Association.

On November 9, CDJ reiterated its request to lift the cease and desist order issued by Mayor Romeo Salda for CDJ not to introduce further development prior to the resolution of issues of its development permit.

La Trinidad will be preparing their report following an ocular inspection made last month on the developing subdivision covering 91,101 square meters.
